Why should I choose Titu Maiorescu University?

When should I apply?

Titu Maiorescu University (UTM) organizes admission contest in two sessions, JULY 2019 and SEPTEMBER 2019. The admission procedure is identical for the two sessions, but we highly encourage candidates to register in the July session, since in September the number of places is limited to the places left available after the July session.

 Who is eligible for application?

Citizens from Romania, EU countries, EEA and Swiss Confederation and third countries (non-EU) are eligible for application and participation in the admission contest. The minimum requirement is a high school diploma from an accredited high school in the applicant’s country of origin. The diploma must be recognized by the Ministry of National Education in Romania.

The matriculation in the study programs is conditional on:

• Passing the admission contest;
• Language proficiency certificate for Romanian/English. Candidates who are citizens of countries in which the official language is English or have study documents certifying high school graduation in English are exempt from this obligation. (please see more details regarding documents requested for application);
• For EU candidates – the recognition of high school studies by the National Centre for Recognition and Equivalence of Diplomas of the Ministry of National Education (NCRED);
• For non-EU candidates – on the receipt of the letter of acceptance to studies from the General Direction for International Relations and European Affairs of the Ministry of National Education (GDIRE) for non-EU candidates.

How can I prepare for the admission contest?

Dental Medicine (in English)

The competition subjects are BIOLOGY, compulsory, and CHEMISTRY or PHYSICS (subjects of choice). The entrance examination consists of completing a 60-question multiple-choice test, out of which 40 are for compulsory subject and 20 are for the one of choice. Each question has 5 possible answers, of which one is correct. Each question marked with the correct response and only the correct answer is scored with a point. The general average for the admission contest is calculated as follows:

General average = (score obtained at Biology + score obtained at the discipline of choice) / 6

The minimum average for admission could not be less than 5 (five).

Candidates are required to specify on the Application Form the chosen subject for the admission exam (e.g. Chemistry or Physics).

EU candidates

What documents do I need for registration?

The citizens of Romania with high school studies abroad or other education systems operating on the territory of Romania, citizens of other EU states, of the states belonging to the European Economic Area and the Swiss Confederation should obtain the recognition of high school studies by the National Centre for Recognition and Equivalence of Diplomas of the Ministry of National Education (NCRED). The non-recognition of high school studies by NCRED is the legal reason for the University not to do the matriculation of the candidate.

 Titu Maiorescu University will submit the file to the National Centre for Recognition and Equivalence of Diplomas of the Ministry of National Education for obtaining the recognition. Therefore, the candidate must submit the following documents:

1. Information note and Declaration of consent for the processing of personal data – Annex 1
2. Application form for Enrolment in the admission – Annex 2
3. Application form for recognition of studies for enrolment to undergraduate studies, academic year 2019-2020, that will be submitted by UTM to the Ministry of National Education (NCRED). – Annex 3
4. Study document (high school diploma or its equivalent), in the original and legalized translation into Romanian (2 originals of the legalized translation).
5. Certificate of passing high school exam (or its equivalent) in original and legalized translation into Romanian (2 originals), in the case of candidates who have passed the high school exam in the sessions corresponding to the school year 2018-2019. These candidates have the obligation to submit to the secretariat of the faculty the high school diploma (or the equivalent diploma), in the original and legalized translation into Romanian, until October 2, 2019, if they are admitted.

Other documents, if necessary, will be transmitted in copy and certified translation into Romanian.

The authentication shall be applied by the Ministry of Foreign Affairs of the issuing country and the Embassy/Consular Office of Romania in the respective country or by the Ministry of Foreign Affairs of the issuing country and its Embassy/Consular Office in Romania and the Ministry of Foreign Affairs of Romania. For the countries where there are no diplomatic missions of Romania or do not have diplomatic missions in Romania, the study documents shall have a certification issued by the Ministry of Education and the Ministry of Foreign Affairs of the issuing country. The exemption from authentication is allowed according to the law, as stated by an international treaty to which Romania is a party or based on reciprocity. The translations made in Greece shall be certified by the Ministry of Foreign Affairs of Greece.

If the last name/surname or first name/given name of the candidate on the high school diploma is not identical to the name appearing on his / her birth certificate or passport, the candidate is required to submit a certified explanatory note.

6. School/Transcript of records (school transcript with grades) for all high school years, in the original and legalized translation into Romanian (2 originals).
7. Birth certificate, legalized translation into Romanian (2 originals).
8. Marriage certificate, legalized translation into Romanian (2 originals), if applicable.
9. Personal identification document (passport and other form of identification proving the citizenship of a member state of the EU, EEA or the Swiss Confederation) legalized translation into Romanian (2 originals).
10. Medical certificate, in English or Romanian, specifying that the candidate is apt for higher education studies in the chosen field (e.g. medical field).
11. 3 (three) recent photos, size 3/4.
12. Language proficiency certificate for Romanian/English, B1 level at minimum, issued by institutions authorized by the Ministry of National Education, or an international certificate for English: Cambridge, INTERNATIONAL ENGLISH LANGUAGE TESTING SYSTEM (IELTS), TEST OF ENGLISH AS A FOREIGN LANGUAGE (TOEFL), or other internationally recognized certificate (candidates who are citizens of countries in which the official language is English or have study documents certifying high school graduation in English are exempt from this obligation). What are the registration steps?

Step 1. – Registration online and at the Department of International Relations

For the JULY session, the period for online registration is 24.06.2019 – 15.07.2019.

The period for receiving original documents is 01.07.2019 – 19.07.2019 (via postal mail or delivered in person). If the file is sent via postal mail, please consider that the documents should arrive at UTM before 17.07.2019.

For the SEPTEMBER session, the period for online registration is 01.08.2019 – 06.09.2019.

The period for receiving original documents is 26.08.2019 – 06.09.2019 (via postal mail or delivered in person). If the file is sent via postal mail, please consider that the documents should arrive at UTM before 06.09.2019

The candidates can start registering online at the following link that will available before 24.06.2019 on  www.utm.ro /ADMISSION 2019/INTERNATIONAL CANDIDATES

Make sure you have available all the documents requested above before starting the online registration.

The candidates’ files submitted online are subject to verification by the Department of International Relations. If the file is complete you will receive an electronic message requesting 2 hard copy files.

If the file is incomplete, you will receive a message for correction/completion, following which you will add the missing documents online.

Once the file has been validated, the candidates must pay the admission fees (see below) and submit via postal mail or deliver personally (or via a legally authorized person) the 2 files containing all the original documents in legalized translations, apostille /authenticated described above, that are already uploaded online, at the following address:

Step 3. – Confirmation of registration

Once the 2 files with the hard copies are validated by the Department of International Relations, you will receive a confirmation email.

If the files are submitted personally or via a legally authorized person, your registration will be confirmed in person.

Department of International Relations will send one file with the hard copies to the Secretary of the Faculty.

Step 4. – Participate in the admission contest

The admission is made in descending order of the general averages obtained by the candidates in the admission contest, within the limit of the approved tuition figure.

Step 5. – Applying for the certificate of recognition of studies at the Ministry of National Education

For the candidates that pass the admission contest Titu Maiorescu University – Department of International Relations will apply to the National Centre for Recognition and Equivalence of Diplomas of the Ministry of National Education (NCRED) for obtaining the certificate of recognition of studies. The application is made based on the documents provided by the candidate in the Enrolment step 1.

Within 3 days after receiving the admission contest results, candidates must pay the fee for preparing and submitting the file to MEN.

Candidates who have already obtained the recognition of studies from NCRED, do not undergo this process.

However, we cannot accept candidates who submitted their documents themselves to MEN and have not yet received the attestation.

One copy of the payment proof is added to the files at the Department of International Relations.

Step 6. – Paying the tuition fee

Candidates with Romanian citizenship and high school studies in Romania, in Romanian language, candidates’ citizens of EU States, EEA and Swiss Confederation, as well as Romanian citizens with studies abroad or other education systems operating on the territory of Romania who have been admitted are required to pay at least the first instalment of the tuition fee until AUGUST 30, 2019. Otherwise, the candidate will not be matriculated in the first year of study. The payment of the tuition fee can be made in full at the due date of the first instalment.

The matriculation in the study programmes for citizens of EU States, EEA and Swiss Confederation, as well as Romanian citizens with studies abroad or other education systems operating on the territory of Romania is conditional on the recognition of high school studies by the National Centre for Recognition and Equivalence of Diplomas of the Ministry of National Education (NCRED). The non-recognition of high school studies by NCRED is the legal reason for the University not to do the matriculation of the candidate. In this case the paid tuition fee is reimbursed.

The application file is returned, upon request, to the rejected candidate, without the payment of the fee.

The application file is returned, upon request, to the admitted candidate who renounces the place obtained by admission until September 30, 2019. The Enrolment fee for the admission contest and the fee for the processing and transmission of the file to the Ministry of National Education are not refundable in any case. In case of withdrawal from studies after September 30th, 2019 or expulsion from the University, the student pays a withdrawal fee of 100 RON. The student must pay the instalments of the tuition fees, including the related penalties, until the date of withdrawal/ expulsion. In case of the instalments paid in advance (an installment whose due date is after the date of withdrawal/ expulsion), they will be refunded to the student.

NON-EU candidates

What documents do I need for registration?

The citizens from outside EU, European Economic Area and the Swiss Confederation states/ Non-European Union candidates should obtain the letter of acceptance to studies from the General Direction for International Relations and European Affairs of the Ministry of National Education (GDIRE). Failure to obtain the letter of acceptance to studies from GDIRE is the legal reason for the University not to do the matriculation of the candidate.

Titu Maiorescu University will submit the file to the General Direction for International Relations and European Affairs of the Ministry of National Education (GDIRE) for obtaining the letter of acceptance to studies. Therefore, the candidate must submit the following documents: 

1. Information note and Declaration of consent for the processing of personal data – Annex 1
2. Application form for enrolment in the admission – Annex 2
3. Application form for the issuance of letter of acceptance to studies, that will be submitted by UTM to the Ministry of National Education, General Direction for International Relations and European Affairs. – Annex 4
4. Study document (high school diploma), in the original and legalized translation into Romanian (2 originals)
   1. Diplomas from countries that are members to the Hague Apostille Convention, request a Hague Apostille, issued by the competent authorities in the issuing countries.
   2. For the countries who are not parties to the Hague Apostille Convention, diplomas will be authenticated by the Embassy/Consular Office of Romania from the issuing country and by the Ministry of Foreign Affairs. Diplomas not complying with the above requests are rejected.
   3. Diplomas from Republic of Moldavia do not need any form of authentication. Diplomas issued before 2008 shall be accompanied by a Certificate of Authenticity issued by the Ministry of Education of Republic of Moldavia (in original).

For the candidates that pass the admission contest at Titu Maiorescu University – Department of International Relations will apply for a letter of acceptance to studies issued by the Ministry of National Education, based on the documents provided by the candidate in the enrolment step 1.

Within 3 days after receiving the admission contest results, candidates must pay the fee for preparing and submitting the file to MEN.

The candidates who submitted their documents themselves to MEN and wish to register based on the registration receipt from MEN, can not be accepted.

Step 6. – Paying the integral tuition fee for the first year of studies

Candidates citizens of non-EU States who have been admitted are required to pay the tuition fee in full, in order to obtain a residency visa in Romanian for the whole academic year 2019-2020 until August 30, 2019. Otherwise, the candidate will not be matriculated in the first year of study.

The matriculation of the candidate is definite only after receiving the letter of acceptance from the Ministry of Education and presenting a passport with a valid visa for studies. In case the candidate is not accepted for studies by the Ministry of National Education, he/she cannot continue the studies and the paid tuition fee is reimbursed.

The application file is returned, upon request, to the rejected candidate, without the payment of the fee.

The application file is returned, upon request, to the admitted candidate who renounces the place obtained by admission until September 30, 2019, without the payment of the fee. If, until this date, the admitted candidate pays the full tuition fee, it is refunded to the candidate.

The enrolment fee and the fee for the processing and transmission of the file to the Ministry of National Education are not refundable in any case.

In case of withdrawal from studies after September 30th, 2019 or expulsion from the University, the student pays a withdrawal fee of 100 RON. The student must pay the instalments of the tuition fees, including the related penalties, until the date of withdrawal/ expulsion. In case of the instalments paid in advance (an installment whose due date is after the date of withdrawal/ expulsion), they will be refunded to the student.
